Lot coverage, setbacks, height limits and parking all come from the City of Ottawa zoning by-law, and they vary street to street.
An addition that fits comfortably on a deep suburban lot may not fit at all on a narrow infill lot closer to the core. If your plan needs a minor variance, that is a process with a timeline and a risk of refusal attached, and you should know before spending on drawings.

Structure, services and the practical limits
Inside the house, the limits are structural and mechanical. Which walls carry load, which direction the joists run, where the plumbing stacks are, and whether the electrical panel has capacity for what you want to add.
In split levels through Nepean and Gloucester the stair geometry limits layout changes. In century homes downtown the limits are usually the stack location and uninsulated exterior walls.

The permit path, explained plainly
Structural changes, new plumbing lines, panel work and finished basements generally need a City of Ottawa building permit. Electrical work needs a separate notification to the Electrical Safety Authority. Heritage properties face additional review for exterior changes.
